Job Description
Currently, only part of NRC Cameroon’s response is delivered through cash or e-voucher assistance, depending on context and feasibility. While these modalities are not yet used systematically across all interventions, they play an important role in supporting affected populations with greater flexibility and dignity.
NRC Cameroon is committed to strengthening and expanding this approach in 2026. The ambition is to integrate cash and voucher assistance more broadly into program design, wherever appropriate, to enhance efficiency, relevance, and impact. This will require ongoing capacity building, coordination with partners and adaptation to operational realities.
As NRC Cameroon continues to shift toward a more localized approach, the position will play an important role in supporting local actors and systems to implement quality cash and market-based programming.
Responsibilities
A. Generic Responsibilities.
Ensure adherence with NRC policies, tools, handbooks and guidelines.
Ensure compliance with NRC C&MS strategy, tools, handbooks, guidelines and standards.
Support CC colleagues in the implementation of Cash and market- based projects according to plan of action.
Support NRC partners in the implementation of Cash and market- based projects according to plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents.
Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
Promote and share ideas for technical improvement.
Represent NRC in regional Cash Working Group (CWG) meetings and related initiatives.
Contribute to any other Cash & Market–related tasks as needed to support program delivery and evolving operational priorities.
B. Specific Responsibilities.
Support CC teams in the development, follow-up, and contextualization of Cash and Market-based work/action plans, including cash risk analysis and adaptation of market-based approaches.
Contribute to cross-departmental coordination with CC, finance, logistics, MEAL, and risk & compliance teams, under the guidance of the C&MS PDM.
Contribute to the development and use of CVA post-distribution monitoring tools and reporting, in collaboration with MEAL, CC teams, and the C&MS PDM.
Ensure that the recommendations/findings from PDM reports are considered and implemented.
Support project-level reconciliation of cash deliverables and ensure CVA-related documentation is complete, accurate, and securely archived, in coordination with CC and finance teams.
Contribute to draft Cash and Market-based project related reporting, including activity and donor report situation updates, meeting minutes, and technical notes, with translations where relevant.
Provide training, coaching, and technical support to local implementing partners on NRC Cash and Market Systems standards and tools.
Support partners in the planning, implementation, and quality assurance of cash-based interventions, including joint field visits, market analysis, price monitoring, and identification of viable local suppliers and service providers.
Ensure that the principles of protection, accountability, and inclusion are respected in all interventions.
Qualifications
A. Generic Professional Competencies;
A university degree in related field
Demonstrated experience of at least 2–3 years of in cash and market-based programming in the humanitarian and/or recovery contexts.
Previous experience in working in complex and volatile contexts.
Fluency in English and French
B. Context/ Specific skills, knowledge and experience;
Knowledge of the RedRose and familiarity with mobile money, e-vouchers, MPCA, and digital payment systems is an asset.
Experience working with local implementing partners, including technical support and coordination.
Solid understanding and experience of crisis contexts and complex emergency settings
We Offer
• Beginning: May 2026
• Duration of the contract: 09 months, renewable depending on the availability of funds
• Salary / Benefits: In accordance with NRC’s Salary Grid, including 90% health insurance coverage
• Duty station: Bamenda
