Poste proposé : Chef Déclarant - Ndjamena
On behalf of our client, a key player in the transit, logistics, and transport sector, we are recruiting a Chief Declarant to oversee customs declaration operations across maritime, air, and land logistics. The ideal candidate must demonstrate strong expertise in customs regulations within the CEMAC region, particularly in Chad and Cameroon.
The candidate should possess leadership skills, be self-driven, and demonstrate a strong sense of initiative
Location: Position based in Chad (with possible regional travel).
Key Responsibilities:
1. Operational Management of Customs Declarations:
• Prepare, submit, and track customs declarations (import/export) in compliance with local and international regulations.
• Verify customs documents (invoices, certificates of origin, DEB, etc.) and ensure their accuracy.
• Process import/export customs declarations.
• Optimize customs clearance costs.
• Represent the company during customs inspections.
• Manage and streamline customs procedures to reduce costs and delays.
• Handle disputes with customs authorities and resolve discrepancies.
2. Team Supervision & Coordination :
• Supervise a team of declarants and support their skills development.
• Coordinate with freight forwarders, carriers, and customs authorities to ensure smooth operations.
3. Compliance & Regulatory Monitoring :
• Review customs documents and ensure compliance of imported/exported goods.
• Strictly enforce CEMAC regulations (Chad, Cameroon, etc.) and subregional trade agreements.
• Update internal procedures based on legislative changes (customs tariffs, restrictions, etc.).
4. Process Optimization:
• Identify efficiency gains to reduce clearance times and costs.
• Use digital tools (customs software, TMS, EDI) to automate tasks.
• Ensure compliance of transit operations with national and international regulations.
• Analyze service performance and implement corrective actions if needed.
• Optimize departmental activities to meet targets in service quality, customer satisfaction, and profitability.

Required Profile
Technical Skills:
- Mastery of customs regulations and procedures for Import and Export (CEMAC, UEMOA) and special regimes (transit, bonded warehouses).
- Experience in managing logistics flows (maritime, air, land).
- Strong foundation in international trade, customs, and transit, with in-depth knowledge of the specificities of Chad and Cameroon.
- Proficiency in customs software and tracking tools (e.g., SYDONIA++, Port Community System).
Soft Skills:

Education: Min Bachelor’s degree in Customs/Logistics, transit, or equivalent.
