PSI Cameroon and ACMS work daily to provide consumers with access to cost-effective health services and products to improve their health sustainably and measurably. With funding from the US President's Malaria Initiative, ACMS works with Impact Malaria and VectorLink to build local capacity through provider training, ultimately improving malaria case management and prevention. ACMS also works through VectorLink to provide technical assistance for distributing insecticide-treated nets through routine channels in coordinating the National Program for Malaria Control.
PSI is seeking a Deputy Chief of Party (DCOP) for the anticipated five-year USAID-funded Cameroon President's Malaria Initiative (PMI) Bilateral Project. The Project will support the National Malaria Control Program (NMCP) and the Ministry of Health (MOH) in implementing activities to reduce malaria morbidity and maternal and child mortality. The Project seeks to improve access to timely, quality, and well-documented malaria testing and treatment by providing community health workers with training and supervision to provide quality, effective care.
Your contributions

  • Manage project staffing, roles, responsibilities, and staff professional development. 20% of the Time
  • Manage project finances, including oversight of the development of budgets, tracking of spending, financial projections, and financial reporting. 15% of the Time
  • Manage project results, including support and oversight to senior country program staff in programmatic, technical, and financial execution of project activities. 15% of the Time
  • Oversee project compliance with donor and PSI policies, including subaward management. 15% of the Time
  • Develop strategic approaches and workplans to achieve project deliverables. 10% of the Time
  • Oversee programmatic reporting and technical deliverables. 10% of the Time
  • Relationship building and engagement with donors and internal and external partners at the national level. Represent the Project at internal and external fora. 10% of the Time
  • Contribute to and oversee communications, thought leadership, and knowledge management. 5% of the Time

What are we looking for?

  • Master's Degree (or international equivalent) in a related field such as an MPH, MBA, MSc, MHA, MPA, or equivalent
  • At least 7 years of related experience. An equivalent combination of relevant education and experience may be substituted.
  • At least 3 years of supervisory experience.
  • At least 5 years of program management for health projects in low or middle-income countries (LMICs) are preferred.
  • At least 3 years of experience in the relevant technical field of the Project is preferred.
  • At least 3 years of experience living/working in an LMIC is preferred.
  • Prior experience working in Cameroon is strongly preferred. Strong preference for qualified Cameroonian nationals.
  • Full professional proficiency in English and French.
  • Excellent employee development and management skills. Ability to effectively manage teams. Knowing when to coach, advise, and provide specific direction.
  • Innovative thinking, analytical and problem-solving skills lead to practical, effective delivery strategies to accomplish project activities, outputs, outcomes, and impact.
  • Organization and attention to detail.
  • Financial and budget management.
  • Knowledge of relevant funder regulations.
  • Excellent skills in oral and written communications and knowledge management.
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
