SUMMARY OF THE PROJECT
Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), the National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of the “Key Interventions to Develop Systems and Services” (KIDSS) Project for Orphans and Vulnerable Children. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.
TERMS OF REFERENCE
Job Summary
Under supervision of National Project Coordinator of the KIDSS project at NECC, the MEAL Manager will be responsible for overseeing and managing project MEAL implementation activities at NECC, mentoring MEAL officers and IP M&E coordinators, coordinating various MEAL-related project activities and events in support of Catholic Relief Services’ (CRS) and NECC’s vision to serve the poor and vulnerable. S/he will ensure quality of project data, quality control mechanisms and build the capacity of project stake holders on the overall MEAL system and processes. S/he will also be responsible for conducting regular data quality activities, ensuring accurate and timely data submission. S/he will be required to maintain data confidentiality and integrity for project activities as directed.
Duties and Responsibilities
- Develop and oversee the implementation of the KIDSS MEAL Plan, including leading the development and revision of MEAL tools, platforms and methods that are appropriate to the scope, context, and technical requirements of the project.
- Ensure the documentation of all MEAL processes and procedures of the project including but not limited to data analysis.
- Supervise and support the project’s MEAL team and provide MEAL technical training, mentoring, and coaching to project staff, partners, and other health system actors as appropriate.
- Lead the collection, management and analysis of qualitative and quantitative data, ensuring disaggregated data and the use of gender and inclusion-related indicators to assess how the project is affecting different groups.
- Strengthen availability and use of high-quality data for decision-making at all levels of the project. Integrate data analysis, reflection, interpretation, and use with ongoing project activities, including gender and inclusion analysis.
- Strengthen NECC and partners’ data management and quality improvement systems, ensuring that performance data is audit-worthy and readily available. Where problems exist, support the identification of solutions. Lead data quality assessments of project partners.
- Develop strong stakeholder, participant, and community feedback and response mechanisms to ensure that program interventions are effective and accountable.
- Develop and oversee the implementation of the KIDSS Collaborating, Learning and Adapting (CLA) plan, learning agenda and knowledge management system across all partners.
- Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
- Oversee all assessments and evaluation activities, including developing terms of reference and protocols for any research work.
- Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly, semi-annual and annual reports, and respond to requests for data from the donor and other stakeholders.
- Remain up-to-date on good practices and developments in monitoring and evaluation of pediatric HIV and related services to ensure program quality and impact.
MINIMUM QUALIFICATIONS
Education and Experience
- Master’s degree required in Public Health, Epidemiology, Statistics, Demography, or any data related field with at least 4 years of work / volunteer experience in monitoring and evaluation for a reputable institution / NGO.
- An experience in HIV/ AIDS project/ programs is a plus- preferably OVC projects and PEPFAR experience in general.
- Computer proficiency in MS Office suit.
- Conversant with either SPSS, SAS, STATA, Arc GIS, R, PowerBI or any other analysis/visualization software.
- Experience monitoring and evaluating projects.
- Experience in training and capacity building using adult learning methods.
- Ability to work independently with minimum supervision.
- Ability to work under pressure and adhere to strict deadlines.
Language required / desired: Professional Proficiency in English and fluency in French, required.
Travel required: 15% of travel in Cameroon.

Supervisory relationships: National Project Coordinator
Internal: Head of Program Quality, Gender Based Violence and child Protection Manager, HIV Specialist, Household Economic Strengthening Officer and MEAL Officers.
External: KIDSS MEAL team at CRS level, KIDSS Sub recipients.
