Shwari Health Cameroon (SHAC) is a locally registered organization whose mission is to provide quality, effective, and innovative evidence-based solutions to address health system challenges in the health sector in Cameroon and beyond, with a particular focus on children and adolescents.
MANDATE
SHAC is seeks to engage the services of a professional audit firm to conduct an external audit for the period from October 1, 2024, to September 29, 2025.
SCOPE OF WORK
Qualifications and Expertise
The proposed firm must demonstrate the following expertise:
Expertise and Capacity
• Proven experience with at least five references.
• Experience in auditing non-profit organizations or with international organisations. Where by the lead auditor has experience associated with the said organisations.
• Experience in auditing general-purpose financial statements and internal controls.
• A work plan and capacity to complete the mission within the required timelines.
Audit Personnel
• Relevant experience of the lead auditor, with at least 10 years in auditing.
• At least 5 years of experience as a team leader/audit manager.
• Valid Certified Public Accountant (CPA) certification.
• All proposed team members must have at least 3 years of experience and knowledge of the local operational environment.
Expected Audit Package
• An independent auditor’s opinion, including reasons for any negative or qualified audit report, if applicable.
• Audited financial statements in local currency, as required by the donor.
Submission Requirements
• A cover letter detailing the firm’s qualifications and suitability for the engagement.
• A comprehensive proposal outlining the firm’s approach and capacity to successfully complete the audit.
• Three references from prior clients within the non-profit sector.
• An updated CV or profile of the firm’s associates involved in the audit.
• A financial proposal that outlines billable hours and other fees for the service period (taxes included), excluding reimbursable direct expenses such as travel and incidental costs.
Eligibility Criteria
To be considered for this tender, the following documents must be included with your proposal submission:
• Valid practice licenses of the audit firm.
• Unique identification number.
• Are registered companies.
• Have been found guilty of serious misinterpretation in supplying information.
• Are in situations of conflict of interest. Conflict of interest MUST be disclosed to SHAC
• and vendors should only participate if approval is granted. A conflict of interest is created by any
• family or commercial relationship between the supplier and any member of the SHAC
• Tender Committee.
• Have seriously defaulted and declared as such in the implementation of similar contractual
• Are on any list of sanctioned parties issued by the United States Government. A tax compliance certificate dated within the last three months.
• The Firm’s location plan.
– Terms

2. The successful bidder will be expected to start the offering services to SHAC from the
contract start date (to be advised by the client).
3. This will be a 2 months engagement to be renewed upon successful performance
4. The successful bidder will be required to maintain proper records that support departmental
reporting and billing of transactions.
5. This is an invitation to bid and does not commit Evidence Action to accepting any of the proposals
received or award the contract to any of the bidders including but not limited to the lowest bidder.

Time Frame
The contract is expected to contain the above tasks as well as others that may be required in the time
