Main objective and tasks

Main purpose of the position:

Under the supervision of the Project Manager, the Program Manager Assistant will provide professional technical advice on project design, planning, administration, monitoring and evaluation of the project activities, data analysis and progress reporting, and enhancing teamwork and capacity building in order to ensure the delivery of quality aid to beneficiaries and their communities.

Mains Tasks:

PROGRAM:

• In coordination with the Project Manager, prepares, manages, and regularly updates the project activities work plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines.
• Attends regular meetings with team leads / field staff to discuss programme progress, take corrective measures as required and develop action plans.
• Actively participates along-with other project leads in coordination meetings, takes meeting minutes, and distributes to all project team members in a timely fashion.
• Assists in the preparation of daily, weekly and monthly reports that discuss, in detail, the status of the project.
• Support the Protection Project Manager in strategy development, including through supporting the development of high-quality proposals and associated budgets.
• Preparation and maintenance of project files, including internal and external project reports.
• Maintain records of project files and other supporting documents.
• Knowledge management and innovation through supporting the compilation of lessons learned as per defined reporting format.
• Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
• Participates in the development of relevant activities, including monitoring, assessment.
• Supervises field activities and movements of staff.

ADMINISTRATION:

• Supervises the payment of casual staff, focal points, and community protection committees.
• Supports the PM during the recruitment process.
• Monitors the fields staff pending financial documentation and liaises with them to retire in accordance with the specified maximum aging in INTERSOS Control Model
• Collects and checks field financial documents (invoices, receipts, attendance sheets, etc) and supply them to the finance office.

MEAL:

• Provides support to MEAL, Information Management and Reporting team as they conduct assessments of community needs, by providing input into the assessment, coordinating logistic arrangements for field visits, and support the analysis of the assessment results.
• Provides input in development of intervention strategies and budgets taking in consideration community needs, cultural and environmental appropriateness, and feasibility.
• Contributes in weekly, monthly, and quarterly narrative reports on field interventions.

Educational and professional experience required

• Minimum of bachelor's degree in project management, Engineering, Economics, or related field from a recognized higher institution
• A Certification in Project management is desirable.
• Minimum of 3 years project management experience in multinational working environment
• Minimum of 2 years' experience with a recognized INGO

Technical and behavioral competencies required

• Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
• High degree of negotiation and persuasion skills.
• Ability to work with a reasonable level of comfort in high tension and high security risk situations.
• Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardships.
• Demonstrates openness and transparency.
• Experience in networking and coordination with NGOs, UN, and authorities

Desirable competencies and qualifications

• Essential computer literacy (Word, Excel, Power Point)
• Good organizational skills, ability, and willingness to travel across locations of implementation

English and Pidgin

Knowledge of French (written and spoken) is an asset
