Today, we have a presence in 11 countries in Africa and Asia, where we have deep, long-standing connections with local organizations, government institutions, and healthcare providers.

EngenderHealth is recruiting qualified candidates for an anticipated USAID-funded family planning program in the West African region, expected to begin in the second half of 2023. Through a consortium of partners led by EngenderHealth, this program will expand access to, and utilization of, quality family planning services in the West Africa region, with a specific focus on Cameroon, Côte d'Ivoire, Mauritania, and Togo. Our team will accomplish this through catalytic interventions designed to replicate, scale-up, and expand the use and impact of High-Impact Practices (HIPs) in Family Planning (FP), increase the uptake of family planning services, and facilitate regional coordination on policies and practices that support the successful expansion of FP services. This position is contingent upon award.

Job Summary :

ExpandPF will have a dedicated, high-quality monitoring, evaluation, and learning (MEL) advisor.

Reporting to the Chief of Party (COP), the MEL Advisor will provide technical leadership, oversight, and strategic direction for all project MEL activities. The MEL advisor will be responsible for leading the design and implementation of a multi-country monitoring and evaluation framework and adhere to measurement of USAIDs Results Framework and Theory of Change. He will develop a project monitoring plan (PMP) and oversee the delivery of the project against targets, outcomes, and impact-level indicators. They are responsible for routine monitoring and overseeing or/and designing periodic research and evaluations to inform program implementation, activity improvement, strategy, and course correction. The advisor will also provide field-based technical assistance around monitoring and evaluation, data quality, and overseeing overall data management including efforts to strengthen health systems data. In close collaboration with implementing partners and other stakeholders, they will oversee research studies, strengthen research capacity, and support the development of a learning agenda.

The MEL Advisor will also serve a key role in guiding host country governments, and regional bodies to use evidence to inform policy decisions, and guidelines and strengthen MEL capacities. They will promote learning and knowledge sharing of best practices and lessons learned, supporting the advancement of regional knowledge sharing and policy coordination using existing platforms. Further, the MEL Advisor will be responsible for documenting and disseminating project successes and challenges to USAID and other key stakeholders and facilitating learning events.

Essential Functions :

  • Lead the design and implementation of the project’s MEL activities, consistent with project goals and objectives and USAID requirements.
  • Serve in a key role in guiding host country governments and regional bodies through the process of using evidence to inform policy decisions and best practices.
  • Provide MEL oversight to sub-grantees/sub-awardees
  • Provide capacity strengthening assistance in MEL to local sub-grantees/sub-awardees, other health system actors, regional bodies, and/or host country governments.
  • Leverage existing platforms to support and advance region-wide knowledge sharing and policy coordination
  • Lead the project team to develop and implement the project’s PMP in coordination with the COP, DCOP, other technical staff, partners, and other relevant stakeholders.
  • Lead the project team in preparing quarterly and annual reports for submission to USAID.
  • Lead the development of any special studies or operational research in accordance with international standards and EngenderHealth’s Standard Operating Procedures.
  • Support routine annual work planning and oversee target-setting.
  • Ensure that reporting on all program indicators is carried out accurately and in a timely manner.
  • Use data to inform adaptive management and project decision-making.
  • In collaboration with other Key Personnel, organize “Pause and Reflect” sessions for the project.
  • Where practical and feasible, facilitate learning events with host country governments, regional bodies, and external partners.
  • Promote and disseminate program results, lessons learned, and success stories through various fora (e.g., national and international conferences, technical briefs, peer-reviewed publications).

Requirements :
Must possess the following requirements.

  • Master’s degree (or higher) in public health, demography, epidemiology, biostatistics, social science, or related field.
  • Minimum seven years’ experience performing MEL and knowledge management functions for international health projects, ideally cross-country experience and
  • Demonstrated experience of at least 3 years working with complex, large-scale USAID programs, including knowledge of USAID’s reporting requirements.
  • Extensive experience in successfully developing and implementing effective monitoring and evaluation systems in West and Central Africa.
  • Skilled in diverse collaboration, learning, and adapting (CLA) approaches, with experience developing learning portfolios for complex activities across various countries.
  • Significant experience providing field-based TA around monitoring and evaluation, data quality, and translating data and learning for use.
  • Able to communicate results to technical and non-technical audiences and through varying channels including implementing partner reports, social media and online platforms, fact sheets, etc.
  •  Expertise in performance and impact measurement related to FP service delivery, contraceptive security preferred.
  • Strong analytical skills and attention to detail are required.
  • Experience in successfully developing and implementing effective monitoring and evaluation systems required.
  •  Expertise in developing learning portfolios for complex activities across various countries preferred.
  • Fluency in French and strong English oral and written skills are required.
  • Proven expertise in quantitative and qualitative methodologies, data analysis, and report writing.
  • Strong technical and analytical skills.
  • Familiarity with regional coordination and knowledge-sharing platforms in West and Central Africa.
  • Excellent analytical skills coupled with proven ability to display data as appropriate for different audiences.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host country governments, program partners, and representatives from other key stakeholders
  • Demonstrated experience with PMP development and implementation.
  • Fluency in French and strong English oral and written skills are required.

There is no citizenship requirement for this position if they meet the criteria of the position. ECOWAS citizens/local hires will have an added advantage, per donor requirements.
