Position Programming and Training Logistician

Reports to: Training Manager

Position Summary: Under the supervision of the Training Manager, the Program & Training Logistician provides support to Peace Corps Volunteers (PCVs), Peace Corps Trainees (PCTs) and staff during Pre-Service Training (PST) and non-PST seasons. The incumbent will be responsible for determining inventory/material requirements, Community Base Training (CBT) site development, homestay housing identification and improvement, logistics and administration for trainings and conferences. S/he will be required to learn and abide by Peace Corps policies and procedures. S/he may also be required to work outside of, or in addition to, normally scheduled hours to support training events and other activities.

Salary: Grade: 9, Range 10,833,016 - 18,416,130 CFA basic salary plus additional allowances.

Under the supervision of the Training Manager, the Program & Training Logistician provides support to Peace Corps Volunteers (PCVs), Peace Corps Trainees (PCTs) and staff during Pre-Service Training (PST) and non-PST seasons. The incumbent will be responsible for determining inventory/material requirements, Community Base Training (CBT) site development, homestay housing identification and improvement, logistics and administration for trainings and conferences. S/he will be required to learn and abide by Peace Corps policies and procedures. S/he may also be required to work outside of, or in addition to, normally scheduled hours to support training events and other activities.

The Program &Training Logistician’s major responsibilities are:

Training

A. Training Financial Management

  • Works with senior management to prepare each training cycle budget;
  • Supports preparation of annual budget with historical information;
  • Prepares cost projections for all training events (PST, MST, IST, other conferences).

B. PST Logistics and Administration

  • Participates in CBT site selection (in collaboration with P&T team);
  • Coordinates PST cluster development and Protocol (with TM);
  • Supports Travel and Transportation Assistant and General Services Manager in making arrangements for Peace Corps Trainee arrival and departure;
  • Makes arrangements for site visits, Counterpart Workshop (based on information provided by PM) - including grouping PCTs, renting vehicles, developing cost estimates;
  • Rents and equips CBT houses for trainers and training venues;
  • Pre-selects, prepares and makes improvements to Trainees’ host families’ houses;
  • Coordinates movements during PST (unless this is officially delegated);
  • Oversees design and execution of PST logistics;
  • Manages PST training inventory & materials in collaboration with the General Services Assistant and Assistant Program &Training Logistician;
  • Spot checks PST sub-cashier expenses against approvals;
  • Manages hotel and lodging relationships for conference locales;

C. Non-PST Logistics and Administration

  • Manages hotel and lodging relationships for conference locales;
  • Budgets transportation and other costs for attendees (staff, volunteers, counterparts, international invitees);
  • Plans out logistical and administrative needs for trainings/conferences (IT equipment, materials, movements).
  • Perform other duties as assignment by the DMO/TM.

Occasional Money Holder

The Program & Training Logistician may be required to courier cash to various vendors who furnish supplies and/or services to training sites, or other locations as directed by the Contracting Officer. The Program and Training Logistician may also be required to courier cash to PCTs or PCVs as directed by the Contracting Officer. The Program and Training Logistician will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. When dealing with vendors, the Program and Training Logistician will not exercise any procurement decision concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

Supervisory Responsibilities: Personal Services Contractors (PSCs) may only supervise other PSCs. (See MS 743a and MS 744a)

Safety & Security

SSI 110 Standard Security Requirements: Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

Texting While Driving

  • To the extent Contractor is allowed to operate a U.S. government-owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official business purposes as defined in 31 USC 1334.
  • Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency situation, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours).

Travel outside of Country

The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps as assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the Contracting Officer.

REQUIRED QUALIFICATIONS

Education: Bachelor’s Degree minimum in social sciences, logistics or relevant field. Proven quality of and requisite number of years of relevant work experience will be considered in lieu of education.

Prior Work Experience:

  • The candidate must have at least five years of experience working in general services, logistics/supply chain and community development;
  • Good working knowledge in an international organization or similar system is preferred.

Language Proficiency: Written and oral fluency in English or French and working knowledge, at the minimum, of either language.

Knowledge, Skills, and Attitudes:

  • Organizational skills, attention to detail and presentation.
  • Ability to multitask and prioritize.
  • Proficiency in use of Microsoft office programs: MS word, Excel, etc.
  • Demonstrated experience of cross-cultural communication skills is highly desired.
  • Ability to work as a team member as well as independently and proactively.
  • Ability to work a regular Monday through Friday schedule with impromptu, after-hours, weekend assignments when necessary.
